Municipal Service Delivery Review
In late November of 2019, the Township received notification from the Ministry of Municipal Affairs and Housing (MMAH) with respect to the Municipal Modernization Program (MMP). The Township filed a funding application by the December 6, 2019 deadline to conduct a Municipal Service Delivery Review (MSDR) in 2020. The Township was successful in its application and was granted a total amount for $90,000 to conduct an MSDR.
A Request for Proposals (RFP) was issued on June 1, 2020 to hire an outside consultant (a requirement of the funding program) to conduct an MSDR. KPMG LLP was awarded the RFP on July 6, 2020 and commenced work on July 13, 2020. The process included:
- conducting surveys and interviews with the public, members of Council and other stakeholders;
- review of current state and workflow;
- review of current service delivery models; and
- analysis and comparison with peer municipalities.
KPMG presented their final report at the Regular Council meeting held on October 2, 2020.
